Service delivery relies on appointing suitably qualified and capable people.

The obvious aim is to employ suitably qualified and capable people, guided by the Municipal Systems Act 32 of 2000; Appointment Regulations for Senior Managers(2014); Municipal Staff Regulations (2021); and the South African Qualifications Authority Act 58 of 1995.

Suitable, qualified, and competent individuals are appointed by following prescribed rules, including:

  • Verification of qualifications
  • Criminal and reference checks
  • Mandatory minimum competency levels
  • Prescribed years of experience
  • Formal competency assessments for senior managers
  • Structured interview scoring aligned to job profiles

No candidates can be appointed unless they meet the minimum legal requirements. Aligning capabilities with the municipality’s strategic objectives is essential for excellent service delivery.
