Merit-based, competency-driven appointments

Weskus’s appointments are governed by strict statutory requirements that prevent political patronage and irregular appointments. These regulations apply to all municipalities.

Key safeguards include:

  • Prescribed minimum qualifications and experience
  • Mandatory competency assessments for senior managers
  • Transparent advertising and competitive selection processes
  • Structured shortlisting and scoring systems
  • Employment Equity compliance
  • Council approval for Section 56/57 appointments
  • Public disclosures of senior management appointments

The process is framed and informed by the Local Government: Municipal Systems Act 32 of 2000 (Sections 54A, 56 and 57); Local Government: Municipal Finance Management Act 56 of 2003 (Sections 60, 61); the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers (2014); the Municipal Staff Regulations (2021); and the Employment Equity Act 55 of 1998.

Appointments that do not meet these criteria are invalid. Appointments must be merit-based, competency-driven, and legally compliant.
