Dr Brand believes that to attract top talent, municipalities need to educate people on the career trajectories in local government.
“There are obvious legislative differences but, in many respects, a municipality is no different to a large company or big corporation. The Municipal Manager has similar skills and functions to a Chief Executive Officer in the private sector, and they need to be visionary in a fast-changing world. The mayor’s function can be compared to an Executive Chairperson, with the Councillors as Directors. Typically, the Councillors are from opposing political parties, so the mayor needs exceptional leadership skills to align diverse perspectives behind common purpose”.
“The Chief Financial Officer plays a pivotal role in the governance, financial well-being and the sustainability of local government, managing critical portfolios such as Procurement, Audit and Finance among others. Then, you’ve got Directors in charge of areas such as Infrastructure and Community Safety, all specialised portfolios. HR is also a key function as motivated people who continue to grow and develop are needed to tackle the challenges faced in our country”.

The dysfunctional state of many of South Africa’s municipalities can repel young graduates from entering the public sector, but although we only see bad news published, there are many municipalities which produce stellar performances year after year.
