Weskus Distrik’s Executive Mayor Boffie Strydom touched on several Weskus ‘firsts’ in his budget speech on 22 May 2024 as he presented the medium-term revenue and expenditure framework 2024/2025 – 2026/2027, illustrating the vision and governance of the municipality.
Several highlights were listed by ‘Boffie’, many of them unique to Weskus:
- 13 Consecutive Clean Audits.
- To date two successful outbounds.
- 1st District Municipality to embark on a comprehensive Branding Campaign.
- 1st Municipality to consider loans to another municipality.
- 1st Municipality to plan a Cruise Conference.
- 1st Municipality to consider a Fraud Tool.
- 1st Municipality to facilitate a multi-government & private sector Learnership.
- 1st District Municipality to a Smart District Business solution.
- High Credit Rating with stable outlook (Long-term A, Short-term A1 & International B+), the only one of two Districts with credit rating).
- Stable Going Concern.
- Cash-backed Provisions & Depreciation.
- Only Municipality providing a Water Concession function.
- Highest District spender in the Western Cape.
- District in South Africa with Lowest Administrative Intensity (18%), meaning maximum spending on technical.
- Third position of C1 Districts with TCOE of 49%; and
- Lowest C1 district on grand dependency.
The clean audit status of thirteen consecutive clean audits was covered in the CIGFARO (Chartered Institute of Government Finance Audit and Risk Officers) publication and Weskus Municipal Manager David Joubert was interviewed in a live streamed Cape Talk broadcast. The achievement of clean governance and accountability also received wide coverage on Netwerk24.
The West Coast District Municipality was nominated for the award as “Best Municipality in the Western Cape”.
