Department Financial Services: Integrated Financial Management and Internal control system for local government: Proposed long-term Agreement and intent of extending current agreement with SOLVEM Consulting (PTY) LTD (including SAMRAS+)
Members of the community are hereby invited to submit written comments or representation on the intention of the West Coast District Municipality to enter into a long-term agreement for the provision of an Integrated Financial Management and Internal Control System for Local Government and to extend the current contract with SOLVEM Consulting (Pty) Ltd (including SAMRAS+), for a period of 5(five) years with an option to extend for a further 5(five) years, including current and future enhancements.
In terms of Sections 33(1)(a)(ii) and 116(3) of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), the West Coast District Municipality revolved as follows by means of Council Resolution 25/12/10/10.9 dated 10 December 2025:
- “that Council re-confirm decision 1 as per Council Resolution 22/12/14/9.2 dated 14 December 2022, noting the change of ownership of Solvem Consulting (Pty) Ltd
- that the migration to the Samras platinum platform be approved
- that approval be granted for an advert to solicited other suitable service providers to provide functionality submissions
- that approval be granted to make known the intent of re-confirming the current contract within the context of change ownership and product migration in terms of Sections 33 & 116(3) of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003) and invite/solicit public comments
- that comments be obtained from the respective Provincial- and National Treasuries in terms of Sections 33 & 116(3) of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003)
- that report back in terms in items 3, 4 & 5 as to the above be presented to Council prior to concluding in terms of items 1 & 2 above”
As per the mentioned Sections 33(1)(a)(ii) and 116(3) this intends to inform regarding the West Coast District Municipality’s intent and to invite your views and recommendations, including potential other Service Providers. Other Service Providers to provide comprehensive functional module documentation for evaluation- and assessment purposes.
Comments or representations in terms of Sections 33(1)(a)((ii) and/or 116(3)(b) of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003) must be in writing and addressed to: The Municipal Manager, PO Box 242, Moorreesburg 7310 or by e-mail to jcptesselaar@wcdm.co.za within 30 days from the date of this notice.
Any person who cannot write may visit the offices at 58 Long Street Moorreesburg Western Cape during normal office hours where a staff member of the municipality will assist to transcribe any comments or representation.
