West Coast District Municipality received the award as the “Best Run Municipality” in South Africa in 2023 and 2024 – flowing from this various municipalities (National & International) and individuals are requesting support predominately within the Finance (SCM (Supply Chain Management), mSCOA (Municipal Standard Chart of Accounts), BTO (Budget Treasury Office) & GRAP (General Recognised Accounting Practices)) and ERP (Enterprise Resource Planning) functionalities.
With regards to the above the West Coast District Municipality by means of Council Resolution 25/12/10/10.10 dated 10 December 2025 resolved that the Weskus Advisory be established for the following reasons/purposes:
- For the purpose of “Weskus Advisory” such advisory to include municipal staff (Internal & External); Councillors, External Service Providers, and retired Government Employees.
- Weskus Advisory be utilised to assist other Municipalities (National & International) & other organs of state within Africa context, bases on business concept/principles – Weskus to pay employee (originating municipality) and/or service provider/retired individual & recover from relevant municipality with added-on Management Fee.
- Weskus Development Trust (entity of the West Coast District Municipality to be utilised as the vehicle for running/operating the Weskus Advisory.
- From a Supply Chain Management perspective, the concept of Indefinite Delivery Contract (Price Agreement), meaning on call (as and when needed) will be applied.
- The Weskus Advisory (people not systems) will serve as a collaborative platform allowing municipalities to share expertise, skills, and capacity – contractual arrangement will be limited to a 3 (three) year agreement.
- Enabling participating officials and councillors & individuals (retired & external service providers) to support municipalities on needed expertise and/or projects.

Please be advised that application submission is not constituting acceptance – the following are of importance:
- Step 1 = The Municipal Manager will assess and evaluate all applications for utilisation purposes.
- Step 2 = Panel members approved as per step 1 will be interviewed to discuss contract and utilisation.
