Payroll is the heartbeat of any organization because if the salaries and wages are accurate and on time the employees are happy and this impacts on service delivery. However, without a steadfast commitment to governance and compliance, it can also be an area of abuse.
Weskus Distrik’s payroll function is managed by Manager: Income & Expenditure, Carlo Mentoor, and the two M’s – Marsha Klaasen and Melvina Oppelt.
Consistent with Weskus Distrik’s passion for growth and development, Marsha is busy with a Bachelor’s Degree in Public Administration, while Melvina is working towards an Honours Degree in Public Admin. It takes qualified and experienced people to comply with the extensive legislative and regulatory requirements concerning the Payroll function.
Sticking to the rules.
The payroll section must adhere to a vast amount of legislation and regulations such as the Local Labour policy, the Basic Conditions of Employment Act, the Labor Relations Act, the Employment Equity Act and finally, the MFMA which is the “bible” of Local Government.
By following due process and applying applicable legislation, regulations, policies and strict ethical standards the Payroll section ensures full compliance with the salary and wages, collective agreement which determines the remuneration and benefits of permanent and temporary staff, the Gazetted upper limits and benefits for Municipal Managers and senior manager’s, including the Gazetted limits of Councillors.
No fear or favour.

A documented resolution by Council is the only basis that a salary increase will be accepted and adopted by Payroll. This is generally applied following a TASK process which is facilitated by Human Resources and is based on whether the tasks of an official have significantly increased or changed, and must be supported by the Municipal Manager. (An MM’s role is similar to that of a CEO in the private sector).
Managing complexity.
Accurate and timely processing of salaries, allowances and deductions is essential to the well-being of any organization. The calculations of the Payroll section can be complex because of the diverse employment types as well as different shift roosters, among others. Everything captured is reviewed by a second person to ensure accuracy.
Triple-check.
Each payroll undertakes an extensive verification and review process before funds are transferred. Apart from an accuracy check, a compliance check is done which maps the data to policy. The third check in this exhaustive process is a cross-function check from the Payroll Manager.
