Internal service delivery

Service delivery is greatly enhanced when the concept of serving your internal customer is embraced.

The Budget and Treasury role is essentially a well-orchestrated and tight control mechanism which is essential to safeguard the precious funds of a municipality and enable performance, but Jasper Jonker takes it a step further by adding value to the process.

“Analysing fund utilisation and allocation is expected of my portfolio but true value is realised when you combine your experience and the data in front of you to empower the people tasked with service delivery. This makes all of us – irrespective of our functions –responsible for service delivery”.

While data is accessible to the responsible parties, Jasper engages them in-person, particularly Municipal Manager David Joubert who is ultimately accountable for performance.

“Nobody likes surprises, especially the executive team. The true status of a project lies in budget utilisation, and a short but pointed meeting can quickly identify whether a project is stalling or at risk of running over allocated budget. Both instances can have an unintended impact on service delivery and require early detection, and decisive action.
