What do you say about a man who switched from being a nippy rugby centre to a powerful prop forward? You could say ‘crazy’. Or you might say that Carlo is adaptable and, as required in his Expenditure and Payroll leadership role, immovable. Those who know Carlo will vouch for the latter.
And if anybody suspects that prop forwards are low on the cerebral scale, Carlo has a Post Graduate Diploma in Applied Accounting Sciences, with plans to become a CFO.
Carlo’s role as Manager: Expenditure and Payroll plays a pivotal role in the municipality’s clean audit track record.
The same levels of compliance apply to payroll. Carlo’s team will never accept a request to adjust a salary without the regulated process being followed, irrespective of where the instruction originates.
“We tend to underplay our performance because we believe that if you just do what you are supposed to do, you don’t have to worry about your rating because it will be as it should be. The Municipal Finance Management Act (MFMA) is very clear on what you can or can’t do”.
Simplistically, the Expenditure role involves the verification of key triggers which ensures that irregular or unauthorised payments are not made, and that only approved and budgeted payments are processed.
“You could say that our Supply Chain Management team under Maurice Markus is our first line of defence, and Expenditure closes the loop as the last line. In between, and even before an order is placed, you’ll find several evaluation and adjudication processes which are all informed by the MFMA, ensuring compliance”.
Weskus Distrik treats their suppliers as valued partners, and Carlo’s team respects this relationship.
“Payment terms are generally 30 days, but our settlement track record ranges from 22 to 27 days, among the best in local government. Whether it’s applying the stringent controls required of us or reinforcing a trusted relationship with supplier partners, the goal is always service delivery”.
