Fencing Subsidy Program: Financial Assistance for the Replacement of Fencing Along Proclaimed Rural Roads within the West Coast District Municipal Area
Written applications are hereby invited for the Fencing Subsidy Program, with implementation scheduled for the 2026/2027 Municipal Financial Year (July 2026 – June 2027).
The purpose of this program is to provide financial assistance by means of a subsidy to qualifying landowners for the replacement of fencing along proclaimed provincial roads within the West Coast District Municipal area.
Program Criteria and Details
- Financial Contribution: The subsidy entails a cash contribution that primarily covers the material component of the fencing.
- Applicability: This assistance is applicable exclusively to the replacement of standard fencing (for livestock or wild animals) adjacent to a proclaimed provincial road, as per the provincial standard plans.
Application Process and Conditions
- Application Form: Applications must be completed using the standard application form.
- Submission: Completed forms must be submitted via email or hand-delivered to the Moorreesburg Office.
- Prioritization: Applications will be evaluated and prioritized alongside existing applications according to internal criteria and available funding.
- Discretion: Submission of an application does not guarantee approval. The West Coast District Municipality retains the right to make the final decision regarding all applications.
The deadline for all applications is 31 March 2026.
Landowner Responsibilities & Legal Reminders
Applicants are reminded of their legal responsibilities regarding fencing adjacent to public roads:
- Maintenance Responsibility: In terms of Section 12 (6) of the Roads Ordinance (No. 19 of 1976), and subject to the Fencing Act (Act 31 of 1963), the owner of land adjacent to a public road boundary is responsible for the maintenance of any fence lawfully erected within that boundary.
- Preventing Livestock on Roads: The National Road Traffic Act (Act 93 of 1996) prohibits any person from allowing livestock or game to be on or stray onto a fenced public road.
- Overall Responsibility: It remains the responsibility of the adjacent landowner to ensure the correct type of boundary fences are erected and maintained, and that gates are kept closed, to prevent animals from entering the road reserve.

Omheining-subsidieprogram: Finansiële bystand vir die vervanging van omheinings langs geproklameerde landelike paaie binne die Weskus Distriksmunisipale Gebied
Skriftelike aansoeke word hiermee uitgenooi vir die Omheining-subsidieprogram, met implementering beplan vir die 2026/2027 Munisipale Finansiële Jaar (Julie 2026 – Junie 2027).
Die doel van hierdie program is om finansiële bystand, deur middel van ’n subsidie, aan kwalifiserende grondeienaars te verleen vir die vervanging van omheinings langs geproklameerde provinsiale paaie binne die Weskus Distriksmunisipale gebied.
Programkriteria en Besonderhede
- Finansiële bydrae: Die subsidie behels ’n kontantbydrae wat hoofsaaklik die materiaal-komponent van die omheining dek.
- Toepaslikheid: Hierdie bystand is uitsluitlik van toepassing op die vervanging van standaardomheinings (vir vee of wild) aangrensend aan ’n geproklameerde provinsiale pad, in ooreenstemming met die provinsiale standaardplanne.
Aansoekproses en Voorwaardes
- Aansoekvorm: Aansoeke moet op die voorgeskrewe standaard aansoekvorm voltooi word.
- Indiening: Voltooide vorms moet per e-pos ingedien of persoonlik by die Moorreesburg-kantoor afgelewer word.
- Prioritisering: Aansoeke sal geëvalueer en geprioritiseer word saam met bestaande aansoeke, volgens interne kriteria en beskikbare fondse.
- Diskresie: Die indiening van ’n aansoek waarborg nie goedkeuring nie. Die Weskus Distriksmunisipaliteit behou die reg voor om die finale besluit rakende alle aansoeke te neem.
Die sluitingsdatum vir alle aansoeke is 31 Maart 2026.
Grondeienaarverantwoordelikhede en Regsherinnerings
Aansoekers word herinner aan hul wetlike verantwoordelikhede met betrekking tot omheinings aangrensend aan openbare paaie:
- Onderhoudsverantwoordelikheid: Ingevolge Artikel 12(6) van die Padordonnansie (Nr. 19 van 1976), en onderhewig aan die Omheiningswet (Wet 31 van 1963), is die eienaar van grond aangrensend aan ’n openbare padgrens verantwoordelik vir die instandhouding van enige omheining wat regmatig binne daardie grens opgerig is.
- Voorkoming van vee op paaie: Die Nasionale Padverkeerswet (Wet 93 van 1996) verbied enige persoon om toe te laat dat vee of wild op ’n omheinde openbare pad is of daarop afdwaal.
- Algehele verantwoordelikheid: Dit bly die verantwoordelikheid van die aangrensende grondeienaar om te verseker dat die korrekte tipe grensomheinings opgerig en onderhou word, en dat hekke gesluit gehou word, om te voorkom dat diere die padresewe betree.
