Dr Hugo Brand

Dr Brand began his tenure with the Council as a student in October 1993 and transitioned to a permanent role on 1 July 1994, marking the start of his career in the Department: Corporate Services. Throughout his career, he has achieved significant milestones, notably obtaining his Doctorate in 2002 and specializing in Human Resource Management from 2008 onwards.

Continuous growth and development.

Dr Brand has pursued various postgraduate qualifications to enhance his expertise as a Labour Law specialist, including an Extracurricular Postgraduate Diploma in Law from the University of Johannesburg in 2011, a Master of Law in 2015, and a Post Graduate Diploma in Labour Law Practice in 2017 from Nelson Mandela University. He also holds the designation of a qualified CCMA Commissioner and provides advisory services in this specialized field.

Comprehensive portfolio.

In his new role, Dr Brand will be responsible for overseeing key functions within the Office of the Municipal Manager, including Human Resource Management; Internal Audit; Administration Services; and Strategic Services encompassing Integrated Development Planning, Performance Management System, Intergovernmental Relations, Tourism, Public Relations and Economic Development.
