If we roughly translate into private sector speak, an Executive Mayor of a municipality is the CEO, Councillors constitute the Board, and the Municipal Manager is the MD. The Constitution requires that every council elects a chairperson which is called the Speaker.
According to SALGA The Speaker has many and varied tasks.
- Ultimate control of council meeting agendas.
- Ensuring that by-laws introduced in council comply with various Acts and legislation.
- Present an in-depth annual report detailing the activities of the council and speaker’s portfolio.
- Responsible for the political management of council activities, always ensuring impartiality.
- Accept responsibility for training, supporting, and building the capacity of councillors.
- Monitor the performance of councillors, including understanding their activities.
- Instilling discipline through the effective implementation of the Code of Conduct for councillors.
- Chairing the Rules Committee which ultimately promotes the democratic functioning of council.
“The Speaker also has additional roles such as performing ceremonial roles where required, supporting the Executive Mayor with intergovernmental relations, overseeing ward committees, and communicating with the public on the performance of council, among others.
A very important aspect of the role is to structure the two functions of a municipal council which is its legislative function and executive function”.
